TARGET Against the Grain Hexagon J Lill more Beethoven £2.50+ - - - HESELTOWN / HASSLETIME This man may have survived in the streets of Toxteth in the summer of 1981 but his life would be more at risk these days in Berkshire. For once, all parties of the Reading District Council united to show their displeasure against Heseltine's new rating procedure. The District Council in the 1981/82 fiscal year chose to exceed Mr. Heseltine's spending limits and budgeted to cover the penalties levied against such authorities. The new rating procedures would make that choice much more difficult. Instead of limiting expenditure, central government now proposes to limit the rates. "Additional" expenditure would have to be financed by "supplementary" rates levied at different intervals throughout the Year. Each of these would also be subject to a limit. But the final blow is the requirement of a referendum before any decision to set a second supplementary rate. Thankfully this requirement has met with a lot of opposition by members of the Conservative Party at central government level. Mr. Heseltine is backing down on this method of bludgeoning councils into towing his financial line. Nevertheless, the whole scheme is symptomatic of the general aims of the Conservative Party to end any local choice in determining levels of expenditure - and this from the party who have always promoted the ideology of local autonomy. Our District Council will be in a very awkward position in determining the 1982/3 budget over the next few months. Local democracy may fall for short of our ideal but if Maggie and her mob have their way, even the pretence will be blatantly obliterated - just in time for 1984. 2. It is not only local councillors who are annoyed by Mr. Heseltine. The local papers exploded this week with the issue of where the "extra" 8000 house will be located within Central Berkshire. This additional housing was required by Heseltine when he vetted the Central Berkshire Structure Plan housing land allocation policies - and succumbed to pressure from the House Builders Federation. Of course a lot of the present and future housing need is in Reading. But Reading has no more land for housing. And the County is not about to cede any more land (=power) to such a "radical" and dowdy place as Reading. Hence the necessity to place housing in affluent commuter villages throughout Central Berkshire. So let's have no more tears for the County set - they got what we needed as a-direct result of their own short-sighted, self-interested policies. - - - East Reading Rights Group Training courses for its own members and other voluntary groups who have expressed an interest. Late night bus services 2. Network of safe houses a=for women to stay in if they have a long way to go home 3. Crash rooms in Hall and the Union 4. Contact system so that women going in the same direction can walk together 5. Self defence classes 6. Support from the students' union for any woman defending herself against an attack using whatever means available 7. Support for any initiatives to set up a Rape Crisis Centre in Reading - Short-term measures all allied to the recognition that violence against women will never be eradicated in a society that places more emphasis on the value of property than on the lives of people.
